Still opposed to the lowest tier having 4 tags. Saying it was inplace when the league started isnt enough to keep it as the league has been evolving since it started. I wouldnt be opposed to having 3 "open" tags but limiting them to max of 2 of each type. So they could have 2 franchise and 1 restricted or 2 restricted and 1 franchise.
Also, like the evolvement of reaching 1 salary cap. I dont like the everyone thinks it should take 5 YEARS. Thats crazy... maybe 3yrs max or just let everyone know that next year we move to just $130.... Maybe a 3yr plan like this might work :
2014 : tier 1 - $135M, tier 2 - $125M, tier 3 - $115M 2015 : tier 1 - $132M, tier 2 - $128M, tier 3 - $123M 2016 : all teams go to $130M
Think its a huge jump for tier 3 to gradually get 40M cap boost in 4yrs. Think the tags in the end just be 1 of each so that the FA pool is always deep and allows all teams a pretty equal chance of going from last to first. That is why limiting the tag limit to 3 is crucial as the lower teams will grow accustomed to having so many and now be 2 short.

I am assuming the tags will stabilize also. If we are moving away from big/small market teams (which I am perfectly fine with), then everyone needs the same amount of tags also. And I agree with Vic that the timeline seems extended. I personally see a compromise like this:
2014: T1: 135M with 2 tags, T2: $125M with the same tags they have now and T3: $115M with three tags that can be used as flexible 2015: Everyone $130 or $135M (choose) with 2 tags, one each
Really sticking that extra year in there seems to hinder the big markets, $4M for a tag is not worth it (as I obviously think a tag is worth more than 10M anyways).
EDIT: I guess that means I am voting for Plan 3

I believe for this year we should go with tier 3 of the cap having a flex tag, plus one of each of the others.. I agree with the Rangers that a third tag will limit free agency, and the tier 3 teams already have a bit of an advantage in FA due to getting a larger cap boost than the other tiers. The flex balances this out a bit, and we can start evening out the caps in the future.

Three tags with one flex works just fine for me. As for the cap increase, I still prefer slower, but would vote for Victor's suggested compromise plan rather than plan 3 if most owners are in favor of a shorter timetable.
The new tier plans looks great. I'd be fine with either of the first two options, but option 1 appeals to me the most as it seems to offer the most balanced transition. Plan 3 isn't a deal breaker for me, but it is the most abrupt. As such, it might pose a problem both to maxed out upper tier teams and potentially to us bottom feeders as well. The fear would be that there would be a price escalation run on the quality FA with more available $ which would reduce the relative value of the the $ bump. Also new owners might be tempted to spend too large chunks of their money in one place. (see Nick Swisher, eeesh)
Maybe there's a middle ground between 1/2 and 3? Yes, 3 is abrupt but why on earth stretch this out til 2018.
Something needs to be done about the difference between the bottom two tiers this off-season. If we can't agree on an extra tag, just give 15m to the bottom tier. Yes, it's a boon to the bottom tier but we've been playing with a 50-card deck this entire time. Also, it fits the overall goal of evening the tiers, anyway.
Gotta say I HATE that 2015 reconfiguration. Tier One drops money while others pull within $5M and keep an extra tag. Triple whammy.

You have 2 years to plan for it. In the mean time, you have 20m extra in cap over tier 3 and only 1 less tag.
May I suggest we consider 135M for everyone in 2016? My argument would be that Real Life salaries have exploded, as seen in the linked MLBTR article. It would be good to keep pace so RL and PB contracts do not get polarized.

ok, just to clarify...
the min salaries went up to 500k last year with the understanding that all tiers would get a 5 million dollar bump in salary cap which was agreed upon.
So if the the salary cap goes down, wouldn't the min go back down to 400k?

Not quite understanding why Tier 1 doesn't stay at 135 and tiers 2 and 3 aren't moved up to 135....
If I am a tier 1 team which I am and it made sense to raise the min salaries to 500k if the cap went up, if my cap goes down...then it would make sense that the min salaries go back down to 400k

Me and Mike obviously agree. I think we need to have 135 in 2016 (and 2015 for that matter) with an eye toward 140M there soon after. The big squads should have some say in this new salary system. And that is a very little piece of compromise that can make everyone happy.
