Those numbers were taken from my last in-season projections, so it won't show you the Oakland/Seattle question you had. Another reason you might see Oakland on that preseason list with fewer average wins than the Mariners and a better chance at the division would be tiebreakers. Perhaps Oakland matches up well category-wise vs Seattle, or in another way measurable in a tie-breaker. In the end, Seattle, who had the higher win projection, did have a better overall chance at the playoffs. Also, for two teams pretty much tied, 0.8% is absolutely nothing.

So each dot outside of the error bars represents an extreme outcome during the simulation. Sigma +/- 0.05 or something?

Generally. Though it's important to note that it doesn't translate to a uniform percentage of wins for every team. It has to do with how spread out or compact the rest of your projections are.
