To an AAS less than $1M, the 10 man roster is reserved for players making less then a million dollars who are not signed to what we call major league deals, meaning a prospect deal in this case with a set number of yrs which destroys that prospects protection eligibility.
All deals are rounded up to the nearest $1k, players signed at exactly $1m can be put on the ten man, any deal that is offered as an aas is a Milb deal, all deals with term limits like 1-7 yrs are major league deals. If you offer one of the prospects up for bid now 775k AAS THEN that is a Milb deal.

Phillies offer Dylan Bundy an AAS of $1M
That's it, if that bid wins then Bundy can be stashed in my ten man and he will get waistcoat until his first yr of prospect protection expires.
If I said
Phillies offer Dylan Bundy a 4 yr worth $4M
AAS:$1M 13-16:$1M each yr
Then he could not be stashed on a ten man because this is a major league deal and after 2016 he is a FA, regardless of his actual innings pitched.
