Rules State
Once a decision has been made on which option has been chosen, post it as soon as possible. You do not have to wait the full 72 hours to make a transaction.
One other note: A player may only be placed on waivers 3 times during a season.

It looks like what they meant is if you don't post your action.... post one of the options within 72 hours then the player can not be put on waivers ever again.
Basically it seems like the penalty for not posting any of the options within 72 hours is you cannot place that player on waivers ever again.
