I will go over a few items that have come up recently.
Tie-breaker.
The in-season tie breaker is HR/SB/W/SV. If there is still a tie after the tie-breaker, then the match-up is a tie.
IP & AB minimums.
We have a minimum of 100 AB and 30 IP. This year if you do not reach the minimums then you will lose AVG & OPS or ERA WHIP. This is different than last year. You can still win other categories. I am in contact with Fantrax to see if these forfeits of categories can be automated.
The CO decided that since we have a 30 team league with 40 man rosters, it is virtually impossible for all 30 teams to qualify for the minimums. This is the reason that all categories are no longer forfeited. This is also why draft pick lottery eligibility is no longer tied to making these minimums. Remember that each team is required to carry 8 pitchers and 8 hitters who are not minor leaguers.

Here is another friendly reminder from the CO. If you win a player in free agency, or you acquire players via trade, you must make the necessary posts both on your roster page and in your transaction log. You also must add the players on fantrax. If you do not make the required posts, the player will be declared a free agent and you will owe half the salary.
The CO has decided to allow the restructuring of contracts for players won or matched in the most recent RFA period. We introduced the new buyout rule in the middle of the RFA period and this may have an effect on the structuring of these deals. Therefore you have until Friday night at 11:59pm EST to restructure the contracts. Remember that no AAS nor total length of deals may be changed. This is a one time short window of opportunity. Go to the restricted tag posts and create a new post with all details of the new deals. (Do not edit posts already made)
I believe the proboards site has been having problems recently. I did not purposely send the same PM's to everyone. The site was not responding and it appeared that the messages were not being sent. I apologize for any inconvenience.
Free agent bidding for CI has begun for this week. Remember that during this round of free agency in the off-season, free agent corner infielders who have at least one qualifying year (one year of more than 50 Game appearances) are eligible to be nominated to be bid on. New international Free agent CIs signed (in real life) during the previous season or the current off-season and are 27 years of age or older on the day of the first regular season MLB game are also eligible for nomination.
To nominate such a player, post his name in the contract offers thread. After a player has been posted to be bid on, then anyone may send a bid in a PM to Scott Boras (freeagency) for that player. The bid must contain certain items explained in the official rules under free agency. No bids will be accepted after Friday night 11:59pm PST. Remember these bids do not have to follow the rules for bidding on RFAs, because these players are not restricted free agents. I would also like to remind everyone that we have a two week sign and trade policy (amendment 1). For two weeks after signing a free agent, teams cannot trade said player(s) or waive said player(s) or DFA said player(s). Teams will still be able to release the player, as always.

When we changed the rules for eligibility for the draft lottery, I made it look like we were removing the AB & IP minimums from the scoring on fantrax. This is not the case. During a match-up you must have at least 100 AB or you will automatically forfeit AVG & OPS, and you must have at least 30 IP or you will automatically forfeit WHIP & ERA.
The change is that we removed the minimums from being tied to the draft lottery.
The new rule requiring all teams to carry 8 pitchers and 8 hitters who are not minor leaguers is an attempt to make every team be able to at least field a team for each match-up.
Another rule that was changed:
Once you release a player and owe him half of his contract, there will be no reduction of what you owe when that player is signed by another team.
Since some owners may have made decisions on who to release based on the old system, we have decided to grandfather all currently released player contracts to remain under the old rules. If you have players that you released, and another team signs one of these players, you must notify the LO and we will review it and issue the reduced amount you will then owe.
Starting from this point on, the new rule will be in effect and you will not get a reduction for any player released.
We implemented the new buyout rule to make it easier to get rid of these dropped players contracts; especially for new owners looking to rebuild teams.

The LO has been deliberating rules and we have come to some decisions. The following rule changes and clarifications are the outcome of all of the suggestions and ideas from everyone. I am passing these along to you and will be incorporating them into our official rules page soon. They will go into effect immediately. If you have any questions or concerns please send them to us.
We will not change any more rules for the upcoming season unless absolutely necessary with the caveat that there is possibly one more change coming.
If you have ideas for rule changes or additions, please post them in the suggestions thread in the league clubhouse. We will again review after the season and try to continue to make improvements where needed.
Introduction of new rules:
Buying out future years of released players contracts.
If you have released a player and still owe the player for future years, then you may choose to buyout the remaining years of the contract.
If you want to release a player you currently own, you may buyout the future years at the time of the release. If you have players on your team that a previous owner had released and your team still owes that player, you may buyout those years as well.
When a player is released, you are responsible to pay half of the salary owed for the remainder of the contract. If the contract is for multiple years, then you owe half for each of those years as well. When buying out a contract, you charge all of the salary owed to the current year and are no longer responsible for anything beyond. You must buyout all years of the remaining contract. The buyout will count against your cap for the remainder of the current season only.
This may be done only in the preseason up until the first MLB game.
For example: During last season I released player x. Player x was signed to a 3 year deal in 2013 for 2.0M per year. When I released the player, I owed him 50% per year for the reamaining years. I would owe him 1.0 for 2014 and 1.0 for 2015. If I buyout the contract now I would owe 2.0 for this year only and owe nothing after this year.
We will no longer reduce any cap hits for players being signed by another owner.
We will no longer have IP & AB minimums. We will no longer have a minimum on the amount of minor leaguers on a roster.
During the season every team must have at a minimum 8 pitchers & 8 hitters who are not minor leaguers as defined in our rules under 50-man rosters. Each team may have no more than 34 minor leaguers on your roster. These are requirements during the season, not in the off-season. Although we will no longer have IP & AB minimums, we will not allow teams to throw games, trying to lose on purpose. If the LO suspects an owner of trying to lose, they may be penalized by not being allowed in the lottery the following year.
The new 4 category tiebreaker
HR/SB/W/SV being the first tiebreaker and only tiebreaker in the regular season. In the event of a true tie then it would remain a tie.
In the playoffs, after the first tiebreaker, if there is still a tie then the higher seed will advance.
Clarification of existing rules:
We will end free agency at the same time the regular season ends.
Exempt roster clarification:
If you have a player on your 10 man salary exempt roster and he appears in a MLB game, he will be ineligible for the exemption once removed from the list. If you have a player on your 10 man salary exempt roster and he appears in a MLB game, he will be lose his exempt status after the season is over and will be paid his real life salary from that point on. As before any player on an exempt list may not be used to accumulate stats in a match-up on fantrax. It is up to each owner to monitor the lineups of their opponents each week. If you suspect an owner to be using a player who is salary cap exempt to accumulate stats, you must report it to the LO. If an owner is caught using players that are on an exempt list in a match-up, the player in question will be made a free agent and the offending team will forfeit any match-up in which the player appeared.
Player eligibility for the draft clarification:
The following players are eligible for the draft:
All players drafted in the latest real life MLB rule 4 draft.
Any new international players signed (in real life) during the previous season or the current off-season and are 26 years of age or younger on the day of the first regular season MLB game.
Any other free agents who are signed to a real MLB team and have yet to have a prospect qualifying season.
Another rule that we recently introduced:
From this point on, we will use estimated salaries from MLB trade rumors for players awaiting arbitration in the off-season. This means if you use a Franchise tag on a player who has not signed a real life contract yet, we will use the value at MLB trade rumors arb estimates as the current figure to add to your cap immediately after placing the tag on that player.
We will also use the same estimated salary for PP in the off-season while these players are awaiting arbitration. The only players that we cannot estimate are real life free agents.
After introducing this, it caused the Yankees and Reds to suddenly be found to be over the cap. Remember, we can no longer go over the cap at any time. Since it was a new rule, we allowed a little leeway for these teams to make moves to get back under the cap. (also the Yankees owner was in the middle of getting married and on his honeymoon) Now that everyone is under the cap, it will be strictly enforced from this point on. For this season, if you are found to be over the cap, we will send you a PM to immediately place a player on DFA or release a player. If a team is found to be over the cap multiple times, we will enact harsher penalties such as forfeiting match-ups or removing players from a roster.
I would like to remind everyone to start and keep updated a transaction thread in your clubhouse. It is a list of each of your teams transactions along with the dates of the transactions. This is required and will be monitored.
Remember that all RFA decisions are due on Wednesday around noon and bidding for FA non-draft eligible outfielders has begun.

Since this is our first season with Co-Commissioners I wanted to take this time to introduce you to the new LO.
We now have a Co-Commissioner system in place to run the league. Mike H.(Pirates) and Pat H.(Reds) are the Co-Commissioners (Co-C) this season. Preston B.(Nationals) is the Vice Commissioner (VC). The commissioner's office (CO) is responsible for but is not limited to, the following:
Proboards & Fantrax organization and maintenance
Scheduling of both events (draft, rfa, etc.) and match-ups
Roster tracking and auditing
Trade reviews and audits
Management of waivers, free agency and DFA
Management of league owners and recruitment
Delegation of roles to fill any needs required to accomplish these tasks
The Vice Commissioner is the first substitute for commissioner tasks. The VC is the tie-breaking vote if needed in the CO. The VC is also required if a CoC has to abstain from a decision or vote. The VC is consulted on a regular basis about decisions made in the CO.
The League Office (LO) consists of the following positions:
VP of Recruitment: Ben (Braves)
VP of Scheduling: Eric (Cardinals)
Fantrax Manager: Robert (Twins)
Free Agency Manager: Donavan (Rays)
Waivers Manager: Beau (Cubs)

We are planning on making a few rule changes this year. I believe in creating an environment in which we give everyone a level playing field to be able to compete along with the enjoyment and experience of playing this silly game. We will try to change and introduce rules that are easy to understand and enforce. Rules need to be black and white with no grey areas. We will do everything in our power to get it all straightened out before the season begins. I am against changing rules mid-season.
With that in mind, this is how rules and changes have come about this off-season. I asked the whole league to make comments or suggestions in the suggestion thread. Some of these ideas were discussed and debated in the suggestion thread. I then took all of those ideas and some of my own and started a discussion between the Co-commissioners and the Vice commissioner to help narrow the focus. I then proposed the ideas in a more complete form to the rest of the LO for discussion. After getting feedback from the league office there have been some changes already made. These include:
Changing the entry fee to $25.
We have a new salary cap system in place for the next 3 years.
We have eliminated the all-star break match-up from the schedule. It has been merged with the week prior.

With the DFA system in place we will no longer have grace periods for being over the salary cap or roster caps. If you add a player through any means and it puts you over a cap, you must release or DFA someone immediately.

We have eliminated the all-star break match-up from the schedule. It has been merged with the week prior.

With the DFA system in place we will no longer have grace periods for being over the salary cap or roster caps. If you add a player through any means and it puts you over a cap, you must release or DFA someone immediately.
From this point on, we will use estimated salaries from MLB trade rumors for players awaiting arbitration in the off-season. This means if you use a Franchise tag on a player who has not signed a real life contract yet, we will use the value at MLB trade rumors estimates as the current figure to add to your cap immediately after placing the tag on that player.
If you choose to use the (1/5) - (5/5) system to list prospect years then you must list the current year of protection. A player who has used 3 seasons of protection prior to the start of this season should be listed as (4/5). A player who has made his MLB debut, but has yet to use any protection years would be listed as (1/5).
We are working on finalizing a few more changes that will be introduced soon.
